The Cop, Officer Robert Powell, who harassed Ryan Moats in Plano Texas has quit his job and offered an apology, “I still hope to speak with the Moats family to personally express my deep regret, sympathy, and to apologize for my poor judgment and unprofessional conduct.” Evidently he just got caught up in his job and took the human factor of it out. Just a sad situation all around.
